(KPL) Electricite du Laos (EDL) and OLV Innovation Sole Co., Ltd. signed an agreement on February 16, 2026, to implement a Cybersecurity Operations Center (CSOC) at EDL headquarters in Vientiane Capital, reinforcing the security of the country’s core power infrastructure.

The agreement was signed by Souliya Manivong, Deputy Director General of EDL, and Monta Volamalith, President of OLV Innovation, in the presence of executives and technical specialists from both organizations.

The CSOC project represents a strategic step in EDL’s digital transformation as the state enterprise expands digital management systems and addresses emerging cyber threats. The center will function as a high-tech command and monitoring facility, operating 24 hours a day to detect, analyze and respond to cybersecurity risks affecting national infrastructure.

OLV Innovation expressed confidence in the project’s implementation, citing more than one year of joint feasibility studies conducted since February 2025 and its experience in deploying cybersecurity and IT infrastructure solutions for major financial institutions and enterprises in Laos, supported by international expert consultants.

To ensure effective implementation, OLV committed to five priority areas: deployment of advanced cybersecurity technologies; transfer of technical expertise to EDL personnel; project delivery in line with international standards with full completion targeted by the end of 2026; ongoing strategic IT advisory services; and modernization of network systems and data center infrastructure.

The CSOC is expected to enhance public and investor confidence in the reliability and security of Laos’ electricity system, supporting EDL’s ICT vision of modern, stable and secure digital operations.
