A summary meeting reviewing National Defense and Public Security (NDPS) operations for 2025 involving Vientiane Province, Luang Prabang Province, Xayabouly Province, Vientiane Capital, the 1st Infantry Division and the 2nd Infantry Division was convened in Xayabouly on February 17 at the Provincial Administration Office Hall.

(KPL) A summary meeting reviewing National Defense and Public Security (NDPS) operations for 2025 involving Vientiane Province, Luang Prabang Province, Xayabouly Province, Vientiane Capital, the 1st Infantry Division and the 2nd Infantry Division was convened in Xayabouly on February 17 at the Provincial Administration Office Hall.
The meeting was presided over by General Khamlieng Outhakaysone, Member of the Party Central Committee Political Bureau, Member of the Central NDPS Committee and Minister of National Defense. Officials from central and local sectors attended.
Opening the session, Phengnilan Khamphanpheng, Secretary of the Provincial Party Committee and President of the People’s Council of Xayabouly Province, emphasized the importance of coordinated defense and security work.
A summary report was presented by General Bounyong Duangdy, Vice Chairman and Standing Member of the Provincial NDPS Committee and Head of the Provincial Military Command. The report reviewed the implementation of NDPS tasks under the leadership of the Party and Government.
Key achievements highlighted in the report included the maintenance of political stability and social order, strengthened organizational structures from grassroots to provincial levels, improved living standards for officers, soldiers and multi-ethnic citizens, and continued modernization of defense and security forces.
The meeting also set strategic directions for the coming period, calling for stronger internal unity, implementation of the Party’s comprehensive defense and public security policy, fulfillment of the dual strategic mission of national protection and development, and strengthened grassroots political systems alongside comprehensive rural development under the “four contents, four targets” framework.
In concluding remarks, General Khamlieng Outhakaysone commended NDPS forces, local authorities and residents of Xayabouly, Luang Prabang and Vientiane for their contributions to safeguarding peace and promoting sustainable national development.
