The 8th Congress of the Vientiane Capital Party Organization concluded successfully on September 26, 2025. The meeting was chaired by Comrade Anouphab Tounalom, Secretary of the Central Party Committee and Secretary of the Vientiane Capital Party Committee, with the participation of Comrade Thongloun Sisoulith, Secretary General of the Central Committee of the Lao People’s Revolutionary Party and President.

The congress was attended by 373 delegates, including 66 women, representing all 26,641 Party members of Vientiane Capital, of whom 8,934 are women.
Delegates reviewed and discussed draft political reports, socio-economic development plans for both phases, and the leadership review of the 7th Vientiane Capital Party Executive Committee. They assessed achievements, shortcomings, challenges, causes, and lessons learned over the past five years of implementing the resolutions of the 7th Congress. The congress unanimously adopted the strategic direction, objectives, and development targets for the next five years (2026–2030).
Key directions include strengthening political and ideological education in connection with the implementation of the Party’s XII Congress resolutions; enhancing the foundations and potential of Vientiane Capital; implementing national defense and public security policies; improving education in line with national strategies; modernizing urban planning; developing infrastructure; promoting human resource development; and continuing rural development and poverty reduction through the “Three Builds” policy linked with patriotic movements and socio-economic progress.
The congress also elected a new Vientiane Capital Party Executive Committee in line with the principles of democratic centralism. The new committee includes both new and continuing members, with representation from different generations, women, and ethnic groups. Out of 46 candidates, including nine women, 46 were elected, and a 13-member Standing Committee was formed, including two women. The congress unanimously elected Comrade Anouphab Tounalom as Secretary of the Vientiane Capital Party Executive Committee, with Comrades Adsaphangthong Siphandone and Sililadthongsin Thongpheng as Deputy Secretaries, and Comrade Bounpheng Sinavongphone as Chairman of the Party Control Committee.

In his remarks, Comrade Thongloun Sisoulith praised the achievements of the Vientiane Capital Party Committee over the past five years, highlighting its leadership, wisdom, responsibility, and dedication. He urged the organization to continue strengthening the Party, consolidating political foundations, and pursuing the dual tasks of defending and developing the nation while advancing Vientiane’s development and progress toward socialism.
He emphasized that the coming five years will require clear direction, focused objectives, and practical measures. He called for stronger political and ideological education, broader public participation in implementing Party policies and state laws, and steady economic development based on agriculture, industry, and services in harmony with state-regulated market mechanisms. He also urged Vientiane to expand trade and services by making full use of its five major potentials—clean water, the Mekong River, Phou Phanang, Phou Khao Khouay, and modern transport networks including expressways and railways—positioning the capital as a hub for international connectivity.
Comrade Thongloun also stressed the importance of preserving national traditions and cultural values, improving living standards, creating stable jobs, and ensuring that society avoids wastefulness and instability. He called for legislation on the capital to provide a stronger legal foundation for its development and governance, the building of a rule-of-law state, and modernization of administration and services with greater transparency and efficiency.
Finally, he urged the Vientiane Capital Party Organization to focus on building clean, capable, and effective officials, selecting leaders based on merit and ability, and avoiding bureaucratic inefficiency. He emphasized the need to translate the resolutions of this congress into practical action, ensuring understanding, unity, and active implementation at all levels of the Party structure.
