At the invitation of the President of the Supreme Court of the Russian Federation, a high-level delegation from the Supreme People’s Court (SPC) of the Lao PDR, led by Ms. Viengthong Siphandone, President of the SPC, attended the XIII Asia-Pacific International Law Conference in St. Petersburg, Russia, from September 21 to 23, 2025.

During the visit, the Lao delegation also held talks with the Supreme Court of the Russian Federation to broaden and deepen judicial cooperation. The meeting took place in the spirit of celebrating the 65th anniversary of diplomatic relations between Laos and Russia, as well as the 60th anniversary of the Lao-Russia and Russia-Laos Friendship Associations.
The discussions proceeded in an atmosphere of cordiality and mutual understanding. Both sides emphasized the importance of enhancing cooperation to strengthen court administration and judicial capacity. They reached agreement on continuing coordination toward the signing of the first Memorandum of Understanding on judicial cooperation between the two courts, which would serve as a foundation for further expansion of their long-standing relations.

The two sides also expressed interest in exchanging lessons on court administration, particularly in the management of civil cases in accordance with civil procedure law and the role of the Supreme People’s Court as stipulated in the Constitution. They further agreed to promote short-term training for judges on cases involving commerce, banking, and bankruptcy, as well as cooperation on upgrading university-level legal education.
On this occasion, Ms. Viengthong invited the President of the Supreme Court of the Russian Federation to visit the Lao PDR for further consultations and the joint signing of the Memorandum of Understanding.
