Prime Minister Sonexay Siphandone has instructed the Investment Promotion and Management Committee to strengthen efforts to promote investment that is robust, environmentally friendly and sustainable, with a focus on renewable energy, sustainable agriculture, resilient infrastructure, and green production and processing.
The Prime Minister issued the instruction while attending the First Meeting on Investment Promotion and Management on August 12, 2026.
He called for the implementation of investment policies that support climate resilience and sustainable development, while identifying three priority areas, including addressing labour shortages and ensuring that workers possess the necessary skills and maintain discipline.
Prime Minister Sonexay also stressed the need to further improve the investment environment to make it more convenient, transparent, predictable and competitive in terms of costs.
He called for a shift from attracting investment based primarily on quantity to prioritising quality investment that generates greater added value, creates employment, develops skills and careers, facilitates technology transfer, promotes innovation and accelerates digital transformation.
The Prime Minister further urged relevant authorities to facilitate stronger integration between domestic businesses and foreign markets, improve investment-related regulations and procedures, and streamline services by moving from multiple points of contact towards a single-window system.
He also called for improvements to non-tariff measures and regulations governing imported goods, infrastructure and public services to strengthen logistics competitiveness and improve national connectivity.
The meeting identified eight general priority tasks for strengthening investment promotion and management.
First, authorities were instructed to improve access to credit by introducing more flexible collateral arrangements.
Second, efforts should continue to maintain currency stability, which is essential for strengthening investor confidence and improving the overall investment environment.
Third, the single-window administration should be upgraded and connected through integrated data systems extending to the final service destination.
Fourth, a digital land database system should be developed, supported by internationally standardised application, assessment and approval procedures, clear timelines for each stage, and appropriate safeguards to ensure data security and prevent adverse social and environmental impacts.
Fifth, business registration procedures should be made more convenient and streamlined, while informal trade and business activities should be addressed strictly and fairly in accordance with the law.
Sixth, authorities should establish databases and programmes to develop domestic suppliers and create effective business-matching mechanisms, enabling local enterprises to participate more fully in investment and supply chains.
Seventh, monitoring, inspection and post-approval support mechanisms for investors should be established and strengthened to ensure effective implementation and continued facilitation after investment approval.
Eighth, the organisational structure of the Investment Promotion and Management Committee at all levels should continue to be strengthened and consolidated to improve coordination, efficiency and accountability.
The Prime Minister's instructions underscore the government's intention to improve the quality and effectiveness of investment while ensuring that investment contributes to economic growth, employment creation, technological advancement, environmental protection and long-term sustainable development.
