Consultation Held on EIA for 1,000 MW Solar Power Project in Oudomxay

ຂປລ The Department of Environment under the Ministry of Agriculture and Environment convened a central-level participatory consultation on the Environmental Impact Assessment (EIA) report for a proposed 1,000-megawatt solar power project in Namor District, Oudomxay Province.

(KPL) The Department of Environment under the Ministry of Agriculture and Environment convened a central-level participatory consultation on the Environmental Impact Assessment (EIA) report for a proposed 1,000-megawatt solar power project in Namor District, Oudomxay Province.

The meeting was co-chaired by Ms. Phakkavan Phitsamay, Director General of the Department of Environment, and Mr. Khonsy Saiyamon, Deputy Head of the Oudomxay Provincial Agriculture and Environment Department. Representatives from the Namor District administration and other relevant stakeholders also attended.

According to Ms. Phakkavan, the Memorandum of Understanding for the project was signed in early April 2024. The project spans a total area of 4,370.16 hectares, divided into Zone 1 covering 2,037.77 hectares and Zone 2 covering 2,332.40 hectares.

The development is planned in two phases. The developer is currently implementing Phase 1, which covers 1,168.29 hectares. This phase includes construction of a substation, access roads, solar panel installations, staff accommodation, material storage areas and warehouses. Construction is expected to take two years, followed by an operational period of 25 years.

The project is owned by International Energy Technology (Laos) Group Co., Ltd., which has engaged InnoGreen Engineering Co., Ltd. to carry out the EIA study and prepare the Environmental Management and Monitoring Plan (EMMP).

The Department of Environment has been reviewing the EIA report since June 2024. In November 2025, the Department, in coordination with central, provincial, district and village authorities, conducted a comprehensive site inspection to verify that the assessment data reflects actual on-site conditions.

Officials said the consultation process aims to ensure transparency, technical accuracy and environmental compliance before further steps are taken in the project’s approval process.
