The Xayaboury Provincial Department of Labour and Social Welfare held an official ceremony on 17 February to distribute white rice provided by the ASEAN+3 Emergency Rice Reserve (APTERR) project.
The aid is earmarked for victims of natural disasters, alongside the allocation of financial aid under Decree 57/PM for various target groups across the Xayaboury, Phiang, and Xaysathane districts for 2025.The ceremony, held at the Xayabouly District Administration Office, was presided over by Mr Amexong Yealeng, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial Administrative Committee, with representatives from relevant sectors in attendance.2025 Disaster Impact ReportDuring the event, Mr Nouphone Xaypanyachit, Head of the Provincial Department of Labour and Social Welfare, delivered a summary of the disasters that impacted the province over the previous year.The report highlighted a significant increase in environmental challenges with 48 disaster incidents recorded across 11 districts in the north-western province. These included 10 floods, 10 windstorms, 18 fires, and five lightning strikes, as well as various agricultural pests.The disasters have left 285 villages affected and almost 8,000 families suffering losses.Tragically, four fatalities were reported.Economic Cost Total estimated damages reached over 273 billion LAK.The rice supplies were formally allocated to the district representatives to ensure swift delivery to those in need. The distribution included almost 50 tonnes to Xayabouly, 23 tonnes to Phiang and 3 tonnes to Xaysathane. In addition to the district-wide allocations, the Department of Labour and Social Welfare visited the Ethnic Boarding Secondary School to personally deliver 1,080 kg of rice and essential relief supplies.
