The official handover and opening ceremony of Kasi District’s new public park was held on September 18, 2025, at the park grounds in Vientiane Province. The project was developed through the cooperation of Sokdee Comprehensive Development Construction Company Limited, Xinhwa (Kasi) Company Limited, and Shanghai Zhongmeng Lao Mineral Products Company Limited, before being officially transferred to the Kasi District Administration.

The ceremony was attended by Mr. Khamphan Sithidampha, Governor of Vientiane Province; Mr. Bunson Phetlawan, Chairman of the Vientiane Provincial People’s Assembly; Mr. Amphai Solattanawong, Secretary of the Kasi District Party Administrative Committee; Mr. Yao Yong Ouy, President of Lao Xinhwa (Kasi) Company Limited; Mr. Thirayut Silangka, Field Manager of Shanghai Zhongmeng Lao Mineral Products Company Limited, along with local businesspeople and traders.
In his report, Mr. Bunmee Boualiwan, Chairman of the District Administrative Committee, recalled that the site was previously home to Udom Kasi School (Kasi Upper Secondary School) and Viengkaew Primary School in the early 2000s. After Kasi Upper Secondary School was destroyed by fire, the land remained vacant until provincial authorities directed it be transformed into a public park.

Surveying and design began in 2020, followed by public consultations. The revised design, approved in late 2023, ensured that only state-owned land was used, without affecting private property, homes, or schools. The project was budgeted at more than 4.1 billion kip.
Two companies contributed to the construction costs: Xinhwa (Kasi) Company Limited provided over 2.61 billion kip, while Shanghai Zhongmeng Company contributed 1 billion kip, bringing total contributions to more than 3.61 billion kip. Sokdee Comprehensive Development Construction Company Limited was the sole contractor, tasked with implementing the district’s approved design.
Construction began in June 2024 with a one-year completion timeline set for June 2025. Works included the construction of a Victory Pavilion, public restrooms, soil leveling, reinforced concrete paving, park walkways, fencing, a district pillar, drainage channels, signage, ornamental trees, gravel paving, and landscaping with flowers and grass.
According to Mr. Bunmee, implementation has reached over 90% completion, with some finishing touches—such as ornamental tree planting and landscaping—still pending due to budget shortfalls. Nevertheless, the handover and opening were held in time to coincide with Kasi’s market festival. The district administration will continue completing the remaining work in phases, depending on future budget availability.
