ADB Supports Lao PDR in Climate Adaptation Investment Planning Using Integrated Water Resources Management Framework

ຂປລ The Asian Development Bank (ADB) has reaffirmed its commitment to helping the Lao People’s Democratic Republic (Lao PDR) build an inclusive, sustainable, and climate-resilient economy through its Climate Adaptation Investment Planning (CAIP) technical assistance program.

The CAIP initiative aims to strengthen the government’s institutional capacity to identify, prioritize, and mobilize financing for climate adaptation investments using a programmatic approach within the integrated water resources management framework. Implemented in close collaboration with the Ministry of Agriculture and Environment (MAE) and the Ministry of Finance (MOF), the program engages development partners and technical experts to advance climate resilience.

As part of this effort, MAE and MOF supported by the ADB-assisted technical assistance project have conducted initial climate risk screening and stocktaking of adaptation measures across 14 river basins in Lao PDR. This process will inform the selection of two priority basins for detailed Climate Risk and Adaptation Assessments and the development of investment opportunities under the CAIP framework.

A workshop held today was co-chaired by Mr. Oudomsak Philavong, Director General of the Department of Water Resources, MAE, and Mr. Amr Qari, Country Operations Head of the ADB Lao PDR Resident Mission. The event convened key stakeholders from MAE, MOF, development partners, and the private sector to review national adaptation strategies and river basin development plans, discuss the CAIP approach and climate risk screening results, and agree on the selection of two target river basins along with next steps for implementation.

The workshop highlighted ADB’s continued commitment to supporting Lao PDR in achieving its national adaptation goals and enhancing resilience to climate change through integrated water resources management.
