13th LPRP–CPC Theoretical Seminar Opens in Pakse

ຂປລ The 13th Theoretical Seminar between the Lao People’s Revolutionary Party (LPRP) and the Communist Party of China (CPC) opened on 10 November in Pakse, Champassak Province.

The meeting was co-chaired by Mr. Kikeo Khaykhamphithoune, Member of the Political Bureau of the LPRP Central Committee and Deputy Prime Minister of the Lao PDR, and Mr. Li Shulei, Member of the Political Bureau of the CPC Central Committee, Secretary of the CPC Central Committee, and Head of the Publicity Department of the Central Committee of the Communist Party of China.
Among those in attendance were Mr. Khamphan Pheuyavong, Secretary of the Party Central Committee, Head of the Central Propaganda and Training Board, and President of the Party Central Theoretical Council, Mr. Alounxay Sounnalath, Member of the Party Central Committee and Secretary of the Champassak Provincial Party Committee; along with senior officials from central and local levels, scientists, theoreticians, and representatives from relevant agencies of both countries.


Opening remarks were delivered by Mr. Valaisy Lengsavad, Deputy Head of the Party Central External Relations Department, and Comrade Hong Daiyong, Deputy Head of the Propaganda and Education Department of the CPC Central Committee. Mr. Alounxay Sounnalath also delivered a welcome speech.
In his address, Mr. Kikeo Khaykhamphithoune introduced the seminar’s theme, “Using Medium-term and Long-term Planning to Promote Socio-economic Development: Lessons from Laos and China.” He described the topic as one of significant theoretical and practical importance, reflecting the Party’s strategic vision and leadership role in guiding national development.

He noted that the seminar takes place as the CPC continues advancing its national modernization programme with Chinese characteristics, while the LPRP is preparing its 3rd Political Programme, Political Report, and National Socio-economic Development Plan to be submitted to the upcoming 12th Party Congress. 
These documents will chart the nation’s development path from 2026 to 2030 and outline a long-term vision toward 2055, with the goal of transforming Laos into an upper-middle-income developing country.
Mr. Kikeo emphasized that, to meet the new demands of the revolution, the LPRP has formulated the 3rd Political Programme, setting a long-term direction toward 2055—the centenary of the Party’s founding. The goal is to build a politically stable nation with a modern economic base, advanced productive forces, progressive social relations, and improved living standards for the country’s multi-ethnic people.


He underlined that the essence and spirit of the Political Programme are being translated into short-, medium-, and long-term strategies, further detailed in the National Socio-economic Development Plan. He stressed that medium- and long-term planning is a broad and complex task requiring in-depth research and forward-looking analysis, urging scientists and theoreticians to contribute candid and constructive input to ensure both theoretical soundness and practical applicability.
During the seminar, the Lao delegation will share insights on Party leadership in medium- and long-term development planning within a socialist-oriented market economy, green growth strategies for sustainable development, and the application of planning along the Laos–China Railway corridor. Meanwhile, the Chinese delegation will discuss scientific approaches to development planning, the central role of economic growth in national modernization, and key elements of China’s 15th Five-Year Plan and national socio-economic development strategies.
