Secretary General Thongloun Sisoulith Provides Key Guidance at the 11th Plenary Session of the Party Central Committee

ຂປລ Secretary General of the Central Committee of the Party and President of the Lao People’s Democratic Republic, Thongloun Sisoulith, delivered important guidance on key national priorities during the 11th Plenary Session of the Central Committee of the Party, 11th Congress.

To ensure that the Central Committee and Party Committee Secretaries of ministries, agencies, Vientiane Capital and provinces effectively organize and implement their responsibilities, the Secretary General emphasized the following key directives:

Address urgent national issues, particularly those concerning the economy and finance, commodity prices, and the rising cost of living.

Promote post-disaster recovery efforts, especially from the recent floods, by repairing and restoring national highways, connecting roads, agricultural production areas, irrigation systems, dams, and weirs. Provide rice seeds and crop varieties to affected localities.

Enhance technical guidance and accountability in solving challenges related to the harvesting and preservation of rainy-season crops and in preparing for dry-season agricultural production.

The Secretary General also underscored the need to implement policies that restore and support livelihoods, focusing on civil servants, soldiers, police officers, and citizens—particularly those affected by natural disasters, as well as low-income, poor, and disadvantaged groups.

He instructed that the results of provincial, capital, and ministry-level Party congresses be consolidated, ensuring continuous leadership and management without disruption. At the provincial and district levels, particular attention must be paid to improving mechanisms, leadership systems, and working methods of Party Executive and Standing Committees. Coordination with government agencies should ensure accuracy, flexibility, transparency, and efficient problem-solving—avoiding delays and overlapping responsibilities.

The Central Organization Committee of the Party is tasked with coordinating relevant sectors to conduct further inspections and, if necessary, issue regulations to guarantee consistent implementation nationwide.

The Secretary General further called for a review of organizational restructuring outcomes** following mergers and consolidations at both central and local levels. Remaining inconsistencies or problems must be promptly and decisively addressed to achieve a streamlined, efficient structure capable of fulfilling each organization’s political duties effectively.

He also instructed continued preparations for the 12th Party Congress, with subcommittees actively advancing their tasks—revising documents, preparing personnel and delegate lists, and organizing venues, decorations, budgets, and security measures to ensure safety and overall success.

Preparations must also continue for the Extraordinary Plenary Session of the 11th Central Committee, which will conduct an end-of-term political review of current members, as well as for the 10th Ordinary Session of the National Assembly (9th Legislature) and the elections of members of the National Assembly (10th Legislature) and Provincial People’s Assemblies (5th Legislature).

The Secretary General further emphasized the importance of organizing national celebrations for major events, particularly the 50th Anniversary of the Founding of the Lao PDR, the 105th Birthday Anniversary of President Kaysone Phomvihane, and the 12th National Sports Games, among others. These events should be celebrated nationwide with meaningful content, a vibrant atmosphere, and in an economical manner—ensuring peace, safety, and public order.
