Between October 24–26, 2025, Mr. Thongloun Sisoulith, President of the Lao People’s Democratic Republic, will attend the signing ceremony of the United Nations Convention on Countering Cybercrime in Hanoi, Vietnam, as a Guest of Honor and Witness to the signing of the Convention by the Lao PDR.
(KPL) Between October 24–26, 2025, Mr. Thongloun Sisoulith, President of the Lao People’s Democratic Republic, will attend the signing ceremony of the United Nations Convention on Countering Cybercrime in Hanoi, Vietnam, as a Guest of Honor and Witness to the signing of the Convention by the Lao PDR.
The ceremony is jointly hosted by Vietnam and the United Nations, and will be co-chaired by Mr. Lương Cường, President of Vietnam, and Mr. António Guterres, Secretary-General of the United Nations.
On behalf of the Government of the Lao PDR, General Vilay Lakhamfong, Deputy Prime Minister and Minister of Public Security, will sign the Convention, demonstrating the Lao PDR’s strong commitment and proactive engagement in international efforts to prevent and combat cybercrime.
Negotiations to draft the Convention on Countering Cybercrime began in 2021, with the participation of the international community including the Lao PDR which actively contributed views and supported the adoption of the final draft.
