Mr. Vanhsy Phengthavongsa, Member of the Political Bureau of the Lao People’s Revolutionary Party (LPRP) Central Committee, Secretary of the Central Secretariat and Chairman of the Central Inspection Committee, led a working visit to Khammouane Province on November 2, delivering policy guidance to provincial and district leaders on governance, economic development, public security and anti-corruption efforts.

The meeting brought together members of the provincial Party Standing Committee, district Party secretaries, department heads, senior retired officials, key cadres and local business representatives.
Vanhsy called for stronger national defence and public security, with greater vigilance and readiness among relevant forces. He urged authorities to strengthen grassroots political foundations, reinforce defence villages and intensify efforts to combat drug trafficking, smuggling, theft and online scam operations.
On economic development, he called on the province to prioritise agriculture, livestock production and logistics, while helping farmers organise production groups to supply markets. He also urged authorities to improve revenue collection, practise fiscal discipline and review stalled public investment projects, including cancelling contracts for projects that fail to make progress.

He stressed the need to enforce Prime Minister’s Order No. 15/PM to maintain forest cover at 70 per cent and set a five-year target of attracting five million tourists. He also called for improvements in hotels, restaurants, hospitality services and locally made souvenirs to enhance the visitor experience.
In the social sector, Vanhsy urged provincial authorities to address declining education quality and school closures, ensure eligible children have access to education and improve teaching methods. He also called for better healthcare services and professional standards among medical personnel, alongside expanded vocational training to create employment opportunities for young people.
He further emphasised the importance of strengthening Party organisation, improving personnel selection and ideological education, and promoting cooperation with neighbouring provinces through regular exchanges. Border security measures should also be strengthened to prevent illegal immigration, drug trafficking and human trafficking.
On inspection and anti-corruption work, Vanhsy said inspection must be treated as a core responsibility of Party committees, with an emphasis on transparency, early detection of problems and fair recognition of achievements alongside corrective action. He urged inspection officials to uphold four key virtues: sharp vision, keen hearing, an honest heart and clean hands.
He also called for adherence to democratic centralism, collective leadership and individual responsibility, while maintaining close engagement with grassroots communities and consulting experienced retired officials to support poverty reduction and provincial development.
