Lao Lawmaker Calls for Stronger Parliamentary Oversight of Public Investment Projects

ຂປລ National Assembly Member Xayaded Phouyyavong has called for a formal legal framework allowing National Assembly and Provincial People’s Assembly members to monitor public investment projects, including infrastructure construction and road maintenance, from the planning stage through completion.

(KPL) Speaking during the second ordinary session of the 10th National Assembly on October 12, 2026, the representative for Constituency 13 in Savannakhet Province contributed to discussions on the National Assembly Standing Committee’s 2026 Work Report and 2027 Action Plan, presented by Vice President Sounthone Xayachack.

Xayaded said shortages of technical personnel in government ministries and provincial departments had made it difficult to adequately supervise publicly funded construction projects. Despite substantial annual investment in infrastructure development and disaster recovery, insufficient monitoring could affect construction quality and the durability of completed works.

He proposed establishing clear legal provisions authorising elected representatives to conduct on-site inspections in their respective constituencies and help ensure that projects comply with approved designs and technical standards.

To support the proposed oversight activities without placing additional pressure on the state budget, he suggested allocating a portion of existing project management funds to parliamentary inspection work.

Xayaded also called for standardised designs for district-level assembly offices nationwide to guide future capital investment and urged the National Assembly to review allowances and welfare provisions for lawmakers in line with Politburo Resolution No. 031/PBC.

His proposals aim to strengthen oversight of public investment, improve infrastructure quality and promote the effective use of state funds.
