(KPL) The Memorandum of Understanding (MOU) was signed in Vientiane on September 29, 2026, between the Transport Engineering State Enterprise (LTEC), the Survey, Design and Geology Department (SDGD), China’s Yunnan Kelun Engineering Quality Testing Co., Ltd. (KELUN), and Lao Construction Quality Testing Co., Ltd. (LCQT).

The agreement was signed by LTEC Director Thongdeun Khammany and KELUN Chairman Chen Yanlong. The ceremony was attended by Minister of Public Works and Transport Leklai Sivilay, ministry officials and representatives of the participating enterprises.

The cooperation will support engineering quality testing for major infrastructure projects, including roads, bridges, railways, airports, irrigation facilities and environmental works, while introducing modern testing technologies, equipment and international standards.

Under the agreement, the partners will work to establish an international-standard engineering laboratory by combining Chinese testing technologies with Lao technical expertise. LTEC will also send at least two staff members annually to China for short-term professional training.

The partnership includes the provision of two sets of specialised equipment to support research and measures related to urban flooding, as well as the upgrading of testing laboratories and offices in Vientiane and Xiengkhouang Province.

Minister Leklai welcomed the cooperation, saying stronger state-owned enterprises are important to national socio-economic development and market stability. He expressed confidence that the partnership would help LTEC improve its technology, management and professional capacity.

The event also featured presentations on LTEC’s history and five-year strategic plan for 2026–2030, an exhibition of engineering testing equipment and a demonstration of foundation and pile testing technology.
