A Lao delegation led by Deputy Minister of Culture and Tourism Phakhanxay Sikhanxay attended the 2nd ASEAN Tourism Ministers’ Retreat in Manila, the Philippines, on September 29, 2026, where ASEAN tourism ministers discussed measures to strengthen regional tourism and respond to emerging challenges.

(KPL) The ministers highlighted tourism’s contribution to economic growth, employment and people-to-people connectivity, while noting the impact of geopolitical tensions and global energy market volatility on aviation fuel prices, transport costs and tourism competitiveness.
To strengthen regional tourism, the ministers agreed to promote intra-ASEAN travel and expand marketing of second- and third-tier destinations to diversify tourism markets and reduce reliance on long-haul visitors.
The meeting also agreed to review and update the 2002 ASEAN Tourism Agreement to reflect digital transformation, sustainability, improved connectivity and changing traveller expectations. ASEAN National Tourism Organisations will lead the review.
Ministers also discussed the ASEAN Sustainable and Resilient Tourism Investment Outlook, supported by the Asian Development Bank, as a tool to attract targeted investment in the region’s tourism sector.
They welcomed a Philippines-led initiative to develop an ASEAN Tourism Intelligence System, including a regional tourism data dashboard and analytical tools to support evidence-based policymaking.
Alongside the retreat, the Lao delegation joined the ASEAN Tourism Investment Showcase, organised by the Philippines and the Asian Development Bank. Mr. Somsai Sipaseuth, Deputy Director General of the Tourism Management Department under the Ministry of Culture and Tourism, presented investment opportunities in Lao PDR, highlighting Feuang District in Vientiane Province and Pathoumphone District in Champasak Province as priority destinations.
The retreat concluded with the adoption of a Joint Statement reaffirming ASEAN’s commitment to implementing the ASEAN Tourism Strategic Plan 2026–2030 and developing a high-quality, sustainable and resilient regional tourism sector.
