Prime Minister Sonexay Siphandone on June 23 called for stronger governance, improved public administration and more effective implementation of national policies as government officials reviewed achievements over the past five years and set priorities for the next five.

Speaking at a conference held at the National Convention Hall, the prime minister addressed the five-year performance review of the Prime Minister’s Office, ministry-level agencies and local administration offices for 2021–2025, as well as plans for 2026–2030. The event brought together senior government officials, representatives of party and state organizations and local administrators from across the country.
In his remarks, PM Sonexay highlighted regional and global developments and outlined priorities under Laos’ 10th Five-Year National Socio-Economic Development Plan and the government’s agenda, including poverty reduction, building a more self-reliant economy and addressing key national challenges.
He urged party committees and government leaders to place greater emphasis on political and ethical standards among civil servants while strengthening oversight of policy implementation and remaining alert to potential security threats.
The prime minister also called for more effective administrative systems, including faster document processing, improved reporting mechanisms and research-based policy advice that is practical, legally sound and responsive to real conditions.
He stressed the importance of building a capable and accountable civil service by promoting employees based on merit and performance, encouraging professionalism and adaptability, and fostering a culture of integrity, efficiency and public service.
PM Sonexay also emphasized confidentiality, honest policy advice and stronger unity within government institutions, while calling for continued investment in training and workforce development to ensure officials can meet evolving responsibilities.
For local administrations, he urged authorities to continue implementing national laws and key government directives, including the 10th Five-Year National Socio-Economic Development Plan and several prime ministerial orders.
He also instructed local governments to strengthen disaster preparedness, closely monitor investment projects, take firm action against illegal gold mining and logging, modernize revenue collection systems and improve coordination with central ministries through regular reporting and information sharing.
