The 3rd Plenary Session of the 12th Central Committee of the Lao People's Revolutionary Party concluded successfully on the afternoon of May 21 after three days of discussions focused on national governance, socio-economic development, Party building, and priority tasks for the remainder of 2026.

The session was chaired by Mr. Thongloun Sisoulith, General Secretary of the Party Central Committee and President of the Lao PDR.
During the meeting, Central Committee members reviewed the leadership and direction provided by the Politburo and Party Secretariat during the first six months of 2026, while also discussing priority plans for the second half of the year.
Participants also examined the implementation of the national socio-economic development plan, state budget plan, and monetary policy during the first half of 2026, as well as progress in grassroots political foundation building, rural development, poverty eradication, and implementation of the “Three Builds” directive.
The Central Committee unanimously approved the principles of two key draft resolutions. The first focused on strengthening grassroots political foundations, rural development, poverty eradication, and implementation of the “Three Builds” directive in the new phase. The second addressed efforts to combat corruption, abuse of power, negative phenomena, and extravagance within both the state system and society.
Relevant committees were tasked with further refining the draft resolutions to ensure comprehensive and complete implementation.
In his closing remarks, President Thongloun Sisoulith emphasized the need for ministries, central agencies, Vientiane Capital, and provincial authorities to continue effectively implementing the resolutions of the 12th Party Congress, along with resolutions, orders, and regulations issued by the Party Central Committee.
He stressed the importance of addressing ongoing economic and financial challenges, stabilizing exchange rates and commodity prices, and preventing fuel shortages through contingency measures.
The General Secretary also called for stronger action against social problems including drug trafficking, unexploded ordnance (UXO), illegal mining, unlawful exploitation of natural resources, online fraud, robbery, and traffic accidents.
He further instructed authorities to improve mechanisms, organizational structures, and working methods related to grassroots political foundation building, rural development, and poverty eradication to ensure more effective implementation at the local level.
President Thongloun emphasized the importance of strengthening governance and public administration at all levels, particularly at the grassroots level, to ensure that people receive state services more efficiently, transparently, and responsively.
The session also discussed proposals to elevate rural development and poverty eradication into a national agenda for submission to the National Assembly in order to accelerate implementation nationwide.
In addition, the Politburo and relevant bodies were instructed to continue preparations for upcoming central Party meetings, including the extraordinary session of the Party Central Committee scheduled for August 2026 and the 4th Plenary Session planned for the end of the year.
President Thongloun stated that the resolutions adopted during the session are important for strengthening the Party’s leadership, improving government administration and parliamentary oversight, and reinforcing the role of political and mass organizations.
He noted that effective implementation of the decisions and resolutions adopted during the 3rd Plenary Session would play a crucial role in advancing the goals set out in the resolutions of the 12th Party Congress.
In closing, the General Secretary called on all Central Committee members to uphold their political responsibility and dedicate their full efforts toward implementing Party resolutions and national development goals to achieve concrete results.
