(KPL) Laos’ State Audit Organization (SAO) has set out a five-year strategy aimed at significantly strengthening public financial oversight, targeting 620 audits and an 80% resolution rate of audit findings by 2030.
The plan was presented on March 25 by Viengthavisone Thephachanh, President of the SAO, at the inaugural session of the 10th National Assembly, presided over by Vilayvong Bouddakham, Vice President of the National Assembly.
The 2026–2030 Action Plan underscores the government’s push to enhance transparency, accountability, and efficiency in public sector management, with a dual focus on expanding audit coverage and improving enforcement of audit recommendations.
Under the plan, the SAO will conduct 620 audits across key sectors:
151 in the state budget
92 in loan and grant-funded projects
50 in public investment projects
34 in the banking sector
74 in state-owned enterprises
219 thematic and special audits
The agency will also intensify follow-up mechanisms, aiming to ensure that at least 80% of audited entities implement corrective measures annually.
A central pillar of the strategy includes revising the Law on State Audit to align with the amended 2025 Constitution. The SAO also plans to develop and refine seven sub-legislative instruments, including five new regulations and two amendments.
The organization will prioritize workforce development, with 220 auditors set to receive certification — including 170 at Level 1 and 50 at Level 2 — while laying the groundwork for Level 3 accreditation. Additionally, 25 senior officials will undergo advanced political theory training.
Accelerating digital transformation
As part of its modernization drive, the SAO will expand the use of digital tools in auditing. Plans include training 70 staff on the E-Audit system, developing 10 specialized trainers, and equipping 200 personnel with skills in applying artificial intelligence to audit processes.
The strategy is anchored on six core pillars: organizational restructuring, legal framework enhancement, human resource development, professional audit strengthening, infrastructure and digital modernization, and international cooperation.

Expanding inspection coverage across all levels of government
Strengthening preventive and anti-corruption measures
Raising professional standards within the inspection workforce
The plan forms part of wider efforts by Lao authorities to improve governance, strengthen oversight, and support sustainable socio-economic development
