Laos is accelerating efforts to modernize public administration through the development of a Government Data Exchange (GDX) system, aimed at improving efficiency, transparency and service delivery nationwide.

The initiative was highlighted at a workshop held today by the Digital Government Centre under the Ministry of Technology and Communications (MTC), chaired by Minister Santisouk Simmalavong. The meeting brought together representatives from central ministries, state organisations, technology experts, and key stakeholders.
A Unified Digital Framework
The GDX system is designed to serve as a centralised data integration platform, enabling ministries and agencies to securely share information through standardised protocols. The move marks a shift away from fragmented, siloed databases toward a more connected and interoperable digital government framework.
Minister Santisouk stated that the system will act as a critical backbone for the government’s ‘One-Stop Service’ model, allowing citizens to access multiple public services online without the need to repeatedly submit the same documents.
"This will significantly reduce administrative burdens, improve efficiency, and enhance transparency across government operations," he noted.
Strategic Implementation
Authorities expect the system to streamline procedures, lower operational costs, and strengthen policy planning by enabling data-driven decision-making. The initiative forms a core part of the government’s broader Digital Economy Development Plan, which prioritises building a modern, responsive, and citizen-centred public sector.
Minister Santisouk called on all ministries and agencies to standardise and upgrade their internal databases in preparation for integration with the GDX system, stressing the importance of a coordinated rollout.
International Collaboration
During the workshop, a representative from Vietnam’s VNPT Corporation shared insights from the successful implementation of a similar platform, offering technical recommendations and lessons learned. The Digital Government Centre also presented the official GDX development roadmap for Laos.
Participants engaged in in-depth discussions regarding technical standards and system interoperability, signalling growing momentum behind the nation's digital transformation agenda.
