On 26 February 2026, the Department of Labour Management, under the Ministry of Labour and Social Welfare (MoLSW), held a meeting in Vientiane to review the implementation of the Social Protection and Labour Rights Project within the agriculture and food sectors.

(KPL) On 26 February 2026, the Department of Labour Management, under the Ministry of Labour and Social Welfare (MoLSW), held a meeting in Vientiane to review the implementation of the Social Protection and Labour Rights Project within the agriculture and food sectors.
The session was chaired by Mr Phongsavanh Xaikosy, Director General of the Labour Management Department, with participation from MoLSW sectors nationwide.
The project, supported by Oxfam, commenced in 2022 and is currently entering its final year. Its primary objectives cover 15 provinces across Laos (involving 75 labour units - businesses), with a specific focus on Small and Medium Enterprises (SMEs) in the agriculture and food industries. The initiative particularly targets groups at high risk of exploitation, such as female workers.
During the meeting, Mr Phongsavanh Xaikosy highlighted that while specific legislation for agricultural labour is not yet in place, the existing Labour Law and relevant decrees serve as the current legal foundation. The Department of Labour Management is currently drafting a formal Agreement on Labour Management in Agriculture, which is expected to be submitted to the Minister of Labour and Social Welfare for approval in the near future.
Strategic Priorities for 2026
To ensure the project reaches its 100% completion goal by the end of this year, the Chair urged provincial authorities to ensure formal legal contracts are signed between employers and employees; establish clear workplace rules and strictly adhering to the minimum wage; appoint officers responsible for Occupational Safety and Health (OSH); encourage workers to enrol in the National Social Security Fund (NSSF) and ensure they receive annual health check-ups.
The meeting served as a vital platform for technical experts from both central and local levels to exchange lessons learned and best practices.
