National Assembly Approves 87 Laws Over Five-Year Term

ຂປລ The National Assembly has passed and amended a total of 87 laws during the 2021–2025 period, achieving 90.62% of its five-year legislative plan. The total includes 24 newly drafted laws and 63 amendments, bringing the country’s legal framework to 176 laws.

The results were presented on 17 November 2025 by Ms. Amphaivanh Lorbounphaeng, Secretary General of the National Assembly, during the 10th Ordinary Session of the IX Legislature. She highlighted the Assembly’s achievements under the 2021–2025 plan, the 2025 annual review, and key priorities leading into the first session of the X Legislature. Draft workplans for 2026 and the 2026–2030 period were also introduced.

In 2025, the Assembly approved 13 laws—five newly created and eight amended—and revised Articles 34 and 38 of the 2018 Law on Social Security. A major milestone for the term was the adoption of the revised 2025 Constitution.

The Assembly also received 15 requests for legal interpretation and issued 80 sub-legal instruments to support organizational and operational functions. Additionally, it reviewed and ratified seven international agreements, including cooperation frameworks on regional economic integration, occupational safety and health, nuclear material protection, the Lao–Cambodia border demarcation, civil legal assistance with Vietnam, and ASEAN vehicle product standards. It also ratified conventions related to the International Labour Organization.

According to the report, the drafting and amendment of laws adhered to the Law on Legislation and remained aligned with Party policy and national governance needs. The resulting legal structure has continued to improve the country’s integration with regional and international frameworks while strengthening protections for the rights and interests of the multi-ethnic Lao people.

Oversight remained a key priority. The IX National Assembly conducted 172 monitoring exercises covering the implementation of socio-economic development plans, the state budget, monetary policy, the Two National Agendas, judicial reforms, enforcement of court decisions, mineral exploration pilots, transportation infrastructure issues, domestic production promotion, rural development, poverty reduction, and the Three-Builds initiative.

During Assembly sessions, members raised 490 questions on urgent public concerns requiring clarification from ministries and government agencies. The NA Standing Committee also conducted oversight through joint meetings with the Government, the People’s Supreme Court, the Office of the Supreme People’s Prosecutor, the State Audit Organization, the State Inspection Authority, the Lao Front for National Construction, and central-level mass organizations to address emerging social issues.
