Plenary Session of the Legal Commission for 2025 Held in Vang Vieng

ຂປລ The Plenary Session of the Legal Commission (LC) for 2025 was convened on October 18, 2025, in Vang Vieng District, Vientiane Province, under the chairmanship of Mr. Chaleun Yiapaoheu, Vice President of the National Assembly (NA).


The session was attended by Chairpersons and Vice Chairpersons of the NA’s internal committees, members of the National Assembly serving on the Legal Commission, as well as Deputy Ministers and representatives from relevant ministries and organizations.

In his opening remarks, Mr. Khamphaeng Vilaphone, Chairman of the Legal Commission, stated that this was the final plenary session of the Legal Commission of the 9th Legislature. The session aimed to review reports, exchange opinions, and adopt a summary evaluation of the Commission’s work over the past five years, particularly assessing activities in 2025.

The session also focused on drawing lessons learned from previous operations and forecasting future activities of the Commission, which will soon incorporate the functions of the Justice Commission. Key agenda items included: a summary report on five years of work (2021–2025), lessons learned, and projections for the future activities of the Legal Commission; a five-year plan for lawmaking and amendment (2026–2030) for the 10th Legislature of the National Assembly and a resolution of the Plenary Session of the Legal Commission for 2025.

During the session, participants actively contributed their knowledge, experience, and expertise, engaging in open discussions and consultations. They compared legislative practices and challenges from their respective localities and sectors to ensure that the documents and conclusions of the session are comprehensive, accurate, and practical for effective future implementation.

On this occasion, Vice President Chaleun Yiapaoheu provided guidance for the Commission’s future work, emphasizing that the Legal Commission and the Justice Commission will be merged into a single body. He urged continued efforts in strengthening political and ideological leadership, improving the organizational structure and personnel management to align with new realities, and fostering internal unity and solidarity to ensure the effective fulfillment of the Commission’s roles and responsibilities.

He further instructed the Commission to: Coordinate promptly with relevant ministries and committees to finalize the five-year lawmaking and amendment plan (2026–2030) and the annual plan for 2026; Prepare a monitoring and inspection plan for the implementation of the Constitution, laws, and legal instruments for the next five years and for 2026; Collaborate with law-owning ministries and organizations to facilitate the public dissemination of newly promulgated laws at both central and local levels; Enhance public education on the Constitution and laws nationwide through various methods to raise awareness, understanding, and respect for the rule of law; and Prepare comprehensive activities to commemorate the 35th Anniversary of National Constitution Day on August 15, 2026, along with other significant upcoming events.

The session reaffirmed the Commission’s commitment to upholding the Constitution, strengthening the legal system, and ensuring that the rule of law continues to advance in the Lao PDR.
