The meeting was chaired by Mr. Kikeo Khaykhamphithoune, Member of the Politburo, President of the Lao Front for National Construction, and President of the Central Party Theoretical Council. Participants included members of the council, representatives of the drafting committee from the Ministry of Education and Sports, and officials from the council's office.
The meeting underscored the strategic importance of human resource development as a key driver of national development, particularly as Laos responds to rapid advances in science and technology, digital transformation, the knowledge-based economy, regional integration, and growing competition for skilled workers.
The drafting committee presented an overview of the preparation process and reviewed the current state of human resource development. While acknowledging progress in recent years, the report identified several challenges, including a mismatch between workforce skills and labor market demands, as well as limited digital literacy, foreign language proficiency, creativity, and innovation.
Council members offered recommendations based on Party policy, technical expertise, and practical experience. They called for the resolution to include clear, measurable targets linked to the country's socio-economic development plan and stressed the importance of education reform, improving teacher quality, promoting lifelong learning, strengthening science, technology, and innovation, and introducing incentives to attract and retain skilled professionals from both within Laos and abroad.
Participants also emphasized the need to clearly define the responsibilities of relevant sectors and establish effective monitoring, evaluation, and accountability mechanisms to ensure successful implementation.
Closing the meeting,Mr. Kikeo said the council's recommendations would provide valuable guidance for the drafting committee as it finalizes the resolution, with the goal of supporting sustainable national development, enhancing competitiveness, and preparing the country's workforce for future challenges.
