The Lao Statistics Bureau (LSB), Ministry of Finance in partnership with The United Nations Population Fund (UNFPA) this week deployed 36 independent census observers across the country to monitor field data collection for the 5th Population and Housing Census (PHC). Their work forms an essential part of ongoing efforts to uphold the quality and integrity of this major national exercise.

In line with international standards, trained observers are travelling to all provinces to assess the conditions and accuracy of population and housing data collection, which began on 3 November 2025.
In addition to their daily field reports, after completing the data collection, the observers will present consolidated findings to the Lao Statistics Bureau and relevant authorities. These insights will support the identification of achievements, challenges and guide practical improvements throughout the census period, which runs until 28 December 2025.
The Lao PDR conducts a Population and Housing Census every ten years, as mandated by the Statistics Law. Since 1985, four censuses have been completed; the 2025 census marks the fifth. The data collected will provide a foundation for the 10th Five-Year National Socio-Economic Development Plan, inform progress toward the Sustainable Development Goals, and strengthen national strategies for the empowerment of youth, women and persons with disabilities so that no one is left behind.

Acting Director-General of the Economic and Social Statistics Department of the Lao Statistics Bureau, Head of the Central Population and Housing Census Office, Mr. Lienthong Souphany said that the deployment of independent observers was a key element of quality assurance for the country’s first digital census.
“The 2025 census is a national effort that brings together the Lao Statistics Bureau, line ministries, provincial and district authorities, and the wider communities in each corner of Lao PDR” he said. “Observation helps us ensure that fieldwork is carried out with precision, transparency and consistency across the country. With reliable, high-quality data, we will be better equipped to plan for the future, strengthen our policies and respond to the needs and aspirations of the people of the Lao PDR.”

UNFPA Representative Dr. Bakhtiyor Kadyrov emphasized that the digital census represents an important step in strengthening national statistical systems.
“The census is a national effort that depends on accuracy, transparency and public trust. Independent observation helps ensure that collection of accurate data reflects the reality of every community and provides a strong foundation for the country’s policies, plans and aspirations of Lao people.”

The 2025 Population and Housing Census represents a milestone for Lao PDR and a shared commitment to strengthening the country’s statistical foundations. With strong national leadership, the dedicated work of independent observers, and the continued support of development partners: China, Australia, Luxembourg, Switzerland, the United States, the census aims to produce reliable and inclusive data that will guide policies, improve public services and inform future development priorities.
