(KPL) The National Assembly of the Lao PDR convened a consultation meeting to discuss the implementation of laws and legal frameworks related to socio-cultural issues that have become urgent concerns in society.

The meeting was chaired by Mr. Khambai Damlat, Vice President of the National Assembly, with participation from National Assembly committee chairs and vice chairs, deputy ministers, representatives from ASEAN Tobacco Control, and other relevant stakeholders.

Mr. Khambai emphasized the importance of the meeting as a platform to explore and discuss the practical implementation of existing laws within the socio-cultural sphere. The focus was on addressing deteriorating trends and prominent issues such as the use of e-cigarettes, kratom, and other substances containing addictive agents. Despite existing legislation and regulations, enforcement remains weak—especially in areas of import control, distribution, and public awareness.

The meeting also highlighted other pressing concerns:

Ineffective regulation of online media, with challenges in managing inappropriate content, fake news, and societal harm.

Inadequate mechanisms and cooperation with service providers and public awareness campaigns.

Weak enforcement of regulations in entertainment venues, with insufficient penalties for violations.

Persistent traffic accidents despite existing traffic laws and safety measures.

A continued rise in HIV infections in certain population groups, despite prevention efforts.

All of these issues have negatively impacted public health, social stability, law and order, and human resource development.

Mr. Bounta Thepphavong, Chair of the Committee on Socio-Cultural Affairs, noted that reports from National Assembly members across the country and relevant ministries revealed ongoing weaknesses and unresolved challenges. These areas require serious attention and improvement in order to enhance the effectiveness of legal implementation and social governance.
