Amendments to Law on Civil Servants Reviewed at National Assembly Session

(KPL)  The 2nd Extraordinary Session of the 9th National Assembly convened on March 19 to review draft amendments to the Law on Civil Servants. The session was presided over by Vice President of the National Assembly, Mr. Souvone Lueangbounmy.

Minister of Home Affairs, Mr. Vilayvong Boutdakham, presented the proposed amendments, which consist of nine parts, 19 chapters, and 101 articles, including the addition of five new articles and amendments to 44 existing articles.

Minister Vilayvong highlighted that since the law’s adoption in 2015, its implementation has encountered several challenges. These include a lack of understanding among some stakeholders regarding the law’s objectives, content, and implementation process. Additionally, delays in the dissemination of relevant legislation and inconsistencies in enforcement have resulted in a lack of uniformity in execution. Certain legislative provisions have also proven impractical, requiring further revision and refinement, which has slowed down implementation.

The proposed amendments aim to enhance administrative efficiency, strengthen civil service management, and align government personnel policies with national development goals and regional integration efforts. The revised law will serve as:

A key legislative tool for ministries, central agencies, and local government bodies to manage civil servants in a centralized and standardized manner across the country.

A reference framework for relevant sectors to develop legislation that aligns government personnel management with socio-economic development goals and the specific needs of each sector.

A structured mechanism for state organizations to oversee civil service management in line with party principles, state laws, economic and social development policies, and international trends.

A system for improved civil servant management, ensuring greater efficiency, flexibility, and consistency, as outlined in the Resolution on the Improvement of the Organization of the Central Committee of the Party No. 03, dated March 12, 2025.

These amendments reflect the government’s commitment to enhancing public administration and ensuring that civil service management aligns with modern governance standards and national development priorities.
