Laos Strengthens Cybersecurity and Digital Skills Through National Training Programme

ຂປລ The Ministry of Technology and Communications has launched a four-day training programme to strengthen cybersecurity among policymakers and civil servants while promoting digital transformation for women entrepreneurs.


The workshop, held July 28–31, was chaired by Kheuvisouk Solaphom, Deputy Minister of Technology and Communications, and Bakhodir Burkhanov, United Nations Resident Coordinator in the Lao PDR. Participants included representatives from government ministries, educational institutions, and the private sector.
The programme supports the implementation of the National Vision on Digital Economy Development (2021–2040), the National Strategy on Digital Economy Development (2021–2030), and the country's digital economy development plan. These frameworks guide the development of digital government, the digital economy, and digital society through improved infrastructure, digital skills, public services, and governance.
The cybersecurity training focuses on strengthening institutional capacity in cyber governance, policy development, cyber risk management, and the prevention of cyberattacks and data breaches that threaten national security, economic stability, and personal privacy.
A second training component is designed to enhance the digital capabilities of women entrepreneurs, particularly micro, small and medium-sized enterprises (MSMEs). Participants are being introduced to digital tools that can help expand market access, strengthen online business identities, improve cost management, and increase competitiveness in the digital economy.
Officials said the programme reflects the strong cooperation between the Technology and Communications Promotion and Transfer Center under the Ministry of Technology and Communications and the Asian and Pacific Training Centre for Information and Communication Technology for Development (APCICT).
The initiative also demonstrates a shared commitment to building an inclusive, secure, and sustainable digital economy that supports innovation, entrepreneurship, and national development.
