The agreement was signed on July 27 at the headquarters of Star Telecom Co., Ltd. (Unitel) by Colonel Phouvieng Chanthavong, Head of the Department of Communications, and Souban Phanthavong, Director General of Lao-Asia Telecom.
The signing ceremony was chaired by Major General Xaychai Kommasith, Member of the Party Central Committee and Deputy Minister of National Defense, in the presence of senior representatives from both organizations.
The partnership aims to establish a framework for developing secure digital infrastructure, strengthening cybersecurity, and building digital capabilities to support the ministry's administration and command systems.
Colonel Phouvieng said the agreement marks the beginning of a systematic research and development effort focused on digital security, data protection, inter-agency connectivity, and human resource development to support the future deployment of digital systems.
Souban said Lao-Asia Telecom will contribute its technical expertise and specialist teams to develop nine priority digital systems, including Private Cloud infrastructure, Enterprise Resource Planning (ERP), E-Office, email services, Security Operations Center (SOC) systems, and other digital platforms. He noted that all data will be stored and managed within the Lao PDR in accordance with national security standards.
In his closing remarks, Major General Xaychai described the partnership as an important milestone in advancing the Ministry of National Defense's digital transformation agenda and building an integrated and secure digital ecosystem for the armed forces.
He instructed both parties to ensure that system architecture is designed for integration, stability, security, and future expansion, while complying with the Constitution, relevant laws, and regulations. He also emphasized the importance of strengthening digital infrastructure, communications technology, and personnel training to improve the effective use of digital systems in military management and command.
