Forged through decades of shared struggle and mutual sacrifice, the relationship is considered a valuable legacy of both nations and a cornerstone for safeguarding national independence, promoting development, and strengthening regional stability. It was founded by President Ho Chi Minh, President Kaysone Phomvihane, and President Souphanouvong, and has been nurtured by successive generations of leaders and citizens of both countries.

The roots of this special relationship date back to the revolutionary movements of the early 20th century. The establishment of the Indochinese Communist Party in 1930 marked a significant milestone in the struggle against colonial rule across Laos, Vietnam, and Cambodia. During this period, Lao and Vietnamese revolutionaries fought side by side, sharing hardships and sacrifices under the enduring principle articulated by President Ho Chi Minh: "Helping a friend is like helping oneself."

Following the establishment of the Lao Regional Party Committee, the Lao revolutionary movement gained momentum, leading to the successful seizure of power on August 23, 1945, and the proclamation of Lao independence on October 12, 1945.

A new chapter began in 1951 when the Second Congress of the Indochinese Communist Party resolved to establish separate revolutionary parties in each country. This culminated in the founding of the Lao People's Party on March 22, 1955, providing a unified leadership for the Lao revolution while further strengthening ties between the two parties.

Diplomatic relations between Laos and Vietnam were formally established on September 5, 1962, following the signing of the Geneva Accords on Laos. The partnership continued to deepen as the two countries supported one another throughout their respective struggles for national liberation.

Following the establishment of the Lao PDR on December 2, 1975, bilateral relations entered a new phase with the signing of the Laos-Vietnam Treaty of Friendship and Cooperation on July 18, 1977. The treaty established a long-term legal and strategic framework that continues to guide cooperation between the two neighbouring countries. In February 2019, the relationship was further elevated under the framework of a "Great Friendship."

More than five decades after the founding of the Lao PDR, cooperation between Laos and Vietnam has expanded across virtually every sector.

Politically, exchanges of high-level visits and regular consultations continue to reinforce mutual trust and strategic coordination. Economically, Vietnam remains one of Laos' largest foreign investors, with more than 240 active investment projects valued at several billion US dollars. Vietnamese investment spans key sectors including energy, mining, agriculture, forestry, telecommunications, finance, banking, and services, contributing significantly to socio-economic development, particularly in rural and disadvantaged areas.

Bilateral trade reached nearly US$3 billion in 2025, with both governments working toward their shared goal of increasing two-way trade to US$5 billion in the coming years.

Cooperation has also flourished in culture, education, and people-to-people exchanges. A notable achievement was the recognition of Hin Nam No National Park in Khammouane Province as a Natural World Heritage Site, jointly inscribed with Vietnam's Phong Nha-Ke Bang National Park, highlighting the close environmental partnership between the two countries.

Education and human resource development remain among the strongest pillars of bilateral cooperation. Vietnam hosts the largest number of Lao students studying overseas, with an estimated 14,000 to 16,000 students enrolled in Vietnamese universities, colleges, and training institutions. Many senior Lao officials, professionals, and experts are graduates of Vietnamese institutions, reflecting Vietnam's long-standing commitment to supporting Laos' human resource development and underscoring the enduring humanitarian dimension of the special bilateral relationship.

As Laos and Vietnam commemorate the 49th anniversary of the signing of the Treaty of Friendship and Cooperation, both countries reaffirm their commitment to preserving and strengthening a partnership built on mutual trust, shared history, and common aspirations for peace, prosperity, and sustainable development.

The enduring relationship continues to serve as a model of solidarity and cooperation, standing as one of the most distinctive and resilient partnerships in the world.
