Technical Consultations Convened on Draft Laos - UNDP Cooperation Programme

KPL A high-level technical consultation to discuss the draft Country Programme Document (CPD) for 2027–2031 between the Government of the Lao PDR and the United Nations Development Programme (UNDP) was held on 20 February 2026.


The meeting was co-chaired by Mr Vongkhamheng Vongthachak, Director General of the Department of International Cooperation and Finance at the Ministry of Finance, and Ms Martine Therer, UNDP Resident Representative to the Lao PDR. 
Attendees included representatives from the National Assembly, the Party Central Committee’s Organisation Commission, the Prime Minister’s Office, the Ministry of Finance, and various relevant sectors.
A Strategic Vision for Post-LDC Graduation
The primary objective of the consultation was to define a joint strategic direction for the next five years. This involves aligning the proposed programme with national budget frameworks to ensure it remains realistic and harmonised with the country’s evolving development landscape.
The timing of this document is particularly significant as Laos stands at a historical turning point. The nation is currently preparing for its scheduled graduation from Least Developed Country (LDC) status in 2026, while simultaneously transitioning into the implementation of the 10th National Economic and Social Development Plan (2026–2030).
The meeting focused on three key pillars including detailed briefings provided by UNDP technical experts; direct consultations with Lao ministries, departments, and development partners to ensure the programme meets specific local and central needs; and identifying opportunities for greater alignment between government initiatives and UNDP support.
Innovation and Sustainability
During the session, Mr Vongkhamheng Vongthachak commended the UNDP for its pivotal role in technical coordination. He emphasised that the responsibility of the Lao PDR remains the heart of the country’s socio-economic development. 
He specifically highlighted the need for "modern accelerators"—such as digital transformation, Artificial Intelligence (AI), gender equality, and sustainable finance—to drive development where no one is left behind.
Ms Martine Therer underscored that the CPD is not merely a standalone document but is rooted in the United Nations Sustainable Development Cooperation Framework (UNSDCF). She noted that by aligning closely with the Lao PDR's 10th National Plan, the UNDP aims to maximise benefits for the Lao people, ensuring the country meets the Sustainable Development Goals (SDGs) and achieves a smooth transition from LDC status this year.
