Environmental Impact Assessment Reviewed for Laos–Vietnam Power Transmission Project

KPL The Department of Environment, in collaboration with the Houaphanh Provincial Department of Agriculture and Environment and Nam Nha 1 Company Limited, held a central-level public consultation on June 9, 2026, to review the Environmental Impact Assessment (EIA) report for a power transmission line and substation project linking Laos and Vietnam.


The consultation was chaired by Deputy Minister of Agriculture and Environment Xaynakhone Inthavong and brought together relevant stakeholders to examine the draft EIA report, including environmental management and monitoring plans. The meeting aimed to ensure that project implementation minimizes adverse impacts on the environment and local communities while complying with national regulations and sustainable development principles.
The project involves the construction of 115-kV and 220-kV transmission lines spanning 75.03 kilometres to connect the Nam Nha hydropower complex—including Nam Nha 1, 2, 2A, 3, 4, 5 and 6—to the Lao-Vietnamese border.


The transmission corridor will pass through 32 villages in Et, Xiengkhor and Sopbao districts of Houaphanh Province, covering a total area of 198.03 hectares, including 24.69 hectares within the Nam Nha National Protection Forest. The project will include 176 transmission towers and is expected to have an operational lifespan of 25 years.
The development forms part of the implementation of a Memorandum of Understanding signed between the governments of Laos and Vietnam on Aug. 9, 2021, to enhance bilateral energy cooperation and cross-border electricity trade.
The consultation process is intended to provide affected communities and stakeholders with transparent information, encourage public participation in decision-making, and support environmentally responsible development that contributes to local socio-economic growth while safeguarding natural resources.
