A scientific seminar on improving the mandate, role and operations of the Lao National Chamber of Commerce and Industry (LNCCI) was held on February 13 at Latsavong Hotel, bringing together government leaders, researchers and business representatives to discuss reforms aimed at strengthening the organization’s contribution to national socio-economic development.

A scientific seminar on improving the mandate, role and operations of the Lao National Chamber of Commerce and Industry (LNCCI) was held on February 13 at Latsavong Hotel, bringing together government leaders, researchers and business representatives to discuss reforms aimed at strengthening the organization’s contribution to national socio-economic development.
The event was chaired by Saleumsay Kommasith, Deputy Prime Minister of Lao PDR. About 200 participants attended, including ministers and vice ministers, representatives of the National Assembly and central state bodies, research institutions, LNCCI executives, and delegates from capital and provincial authorities as well as public and private enterprises.
The seminar served as a consultative forum to review LNCCI’s institutional framework and enhance its capacity to meet the needs of the business sector in line with Party and State policies.
A central focus was the proposed revision of Decree No. 237/PM on the organization and operations of LNCCI, issued on May 18, 2020. The revision aims to clearly define the chamber’s position, mandate, rights and responsibilities, ensuring stronger recognition and coordination between public and private sectors and supporting effective implementation of national socio-economic development policies.
In opening remarks, the Deputy Prime Minister highlighted rapid regional and global changes that require an urgent reassessment of LNCCI’s role. He stressed the importance of strengthening the chamber as a key driver of national strategy and development planning.
Participants reviewed LNCCI’s organizational performance in recent years and discussed proposals to amend Decree 237/PM. Consultations with public agencies, state-owned enterprises and private businesses focused on five priority areas: defining LNCCI’s position and role, expanding its functions and authority, improving membership mechanisms, coordinating economic associations under its guidance, and establishing a governance structure that ensures transparency, flexibility and efficiency.
Outcomes from the seminar will inform ongoing policy discussions on strengthening institutional support for the business sector in Laos.
