The conference, chaired by Mr. Nuanthong Suvanvixay, Deputy Head of the Office of the National Assembly, brought together representatives from the Provincial People’s Assemblies of Luang Prabang, Phongsaly, Luang Namtha, Oudomxay, Bokeo, Xayabouly, Houaphanh, and Xieng Khouang, along with officials from relevant provincial departments and the National Assembly.

Addressing the meeting, Mr. Nuanthong emphasized that the conference was designed to enhance the capacity and professionalism of hotline officers at both central and local levels. He stressed that hotline staff must carry out their advisory duties with firm principles, strong political awareness, revolutionary ethics, discipline, and a high sense of responsibility, in order to serve the people effectively.

He highlighted the Resolution on Hotline 156 Operations as a key legal framework guiding hotline work, clearly defining principles, procedures, coordination mechanisms, and responsibilities for receiving, monitoring, and resolving people’s suggestions accurately, promptly, and fairly. The resolution, he noted, plays an important role in protecting the legitimate rights and interests of the multi-ethnic Lao people and in maintaining social stability.

During the conference, Ms. Vanesay Chanthalath, Head of the Inspection Department of the Office of the National Assembly, delivered a presentation on the fundamentals of Hotline 156 operations. She underlined the importance of effective communication skills, particularly careful listening, accurate recording, and clear summarization of people’s concerns, so that cases can be forwarded to relevant authorities for timely and appropriate resolution. Additional presentations covered report drafting, content verification, case classification, hotline documentation, and follow-up procedures.

In the afternoon sessions, participants reviewed the draft hotline operations manual and actively exchanged experiences and lessons learned from past implementation. Constructive feedback from provincial representatives focused on improving the manual to ensure unified and consistent hotline operations across the National Assembly and Provincial People’s Assemblies.

The finalized manual will serve as a practical reference for lawmakers and officials in responding to people’s feedback through Hotline 156, strengthening coordination with relevant sectors, and ensuring that public concerns are addressed correctly, promptly, and fairly—contributing to social stability, public trust, and national security.
