The 10th Ordinary Session of the 9th Legislature of the National Assembly concluded on November 21 after nearly two weeks of deliberations, marking another significant step in advancing Laos’s socio-economic development agenda.

Chaired by Mr. Xaysomphone Phomvihane, President of the National Assembly, the session ran from 10–21 November 2025 and brought together President Thongloun Sisoulith, Prime Minister Sonexay Siphandone, senior Party leaders, Government officials, National Assembly members, and retired senior cadres.
In his closing address, Mr. Xaysomphone emphasized that the session had successfully fulfilled its objectives, crediting the collective effort, diligence, and democratic engagement of all participating members. He highlighted the session’s role in transforming the 11th Party Congress resolutions into concrete legislative and policy actions.

The Assembly adopted eight key resolutions providing strategic direction for the Government and relevant sectors, reinforcing Laos’s efforts to maintain political stability, strengthen social order, foster economic growth, and gradually improve the well-being of people across all ethnic groups.
Major outcomes of the session included approval of the Government’s report on implementing the 9th Five-Year National Socio-Economic Development Plan (2021–2025) and the 2025 annual plan; the 2025 state budget and monetary plan, along with a review of the five-year budget framework; the 2026 national socio-economic development plan, state budget, and monetary plan; amendments to the 2025 central and local budget allocations and the 2024 excess budget plan and consideration of the draft 10th Five-Year National Socio-Economic Development Plan (2026–2030).
The session underscored the need for continued government action to address economic and financial challenges through practical and timely measures. Leaders reaffirmed their commitment to strengthening public trust in the Party and Government as the nation strives for stability and sustainable development.
The closing of the 10th Ordinary Session marks another milestone in Laos’s ongoing journey toward long-term socio-economic progress and national resilience.
