(KPL) The Ministry of Public Security has announced the nationwide discontinuation of traditional household registration books, marking a major step toward a modern digital population management system.
Under the new policy, authorities have officially ceased issuing hard-copy Family Books, commonly used for household registration. These will be replaced by a new document known as the Certificate of Household Information (Form SK07), issued through an electronic registration system.
Officials said previously issued Family Books will remain valid for use until an official cancellation notice is issued. However, individuals whose information has already been integrated into the digital system will be required to use the new certificate for administrative procedures.
The ministry also confirmed that citizens holding Digital ID Cards can use them as official proof of identity for legal transactions and government services, further streamlining public administration.
Only designated authorities are authorized to issue the new household certificates. These include the Department of Census Management and Grassroots Development, public security headquarters in Vientiane Capital and all provinces, as well as district and city public security offices nationwide.
The Ministry of Public Security has called on all ministries, government bodies, local authorities, and relevant sectors to support the transition by facilitating administrative procedures and ensuring smooth implementation for the public.
The reform reflects Laos’ broader push toward digital governance, aimed at improving efficiency, transparency, and accessibility in public services.
