(KPL) On January 7, 2026, Mr Bounkhong Lachiemphone, Secretary of the Oudomxay Provincial Party Committee, has highlighted the profound historical significance of the XII National Congress of the Lao People’s Revolutionary Party (LPRP) and outlined Oudomxay’s strategic vision for future development.

Speaking on the occasion of attending the Congress, Bounkhong said he felt honored to represent the Party Committee and the multi-ethnic people of Oudomxay Province. He expressed full agreement with the Political Program, Political Report, and the National Socio-Economic Development Plan, noting that the Congress reflects the high aspirations and collective will of the Lao nation.

“Four Centers” Development Strategy

To transform Oudomxay into a central hub of the northern region, the province is implementing its development plan based on a “Four Centers” strategy, which includes:

National Defense and Security Center, ensuring stability along strategic corridors and throughout the region;

Economic Development Center, serving as a key driver of regional growth;

Socio-Cultural Center, with emphasis on human resource development and cultural preservation;

Service and Tourism Center, leveraging the province’s unique identity and natural potential.

Four Key Economic Strengths

The province is capitalizing on its strategic location as a transit hub between Northern Laos and China, focusing on four priority sectors:

Agriculture, shifting toward advanced processing and export-oriented production;

Industry, promoting processing industries and clean energy development;

Services and Tourism, upgrading service quality to meet international standards;

Transportation and Logistics, maximizing opportunities from the Laos–China Railway to enhance connectivity and land transport.

Targets for 2026–2030

Following the XII Party Congress, Oudomxay aims to translate national resolutions into concrete local action over the next five years. A key priority will be attracting private investment.

Investment target: More than 9,000 billion Kip in domestic and foreign private investment

Investment structure: Private investment to account for 60 percent of total provincial investment

Bounkhong noted that these efforts reflect a strategic transformation of Oudomxay from a transit province into a dynamic economic engine for Northern Laos, driven by improved infrastructure, regional connectivity, and strong private sector participation.
