(KPL) Prime Minister Sonexay Siphandone emphasized the need to prioritize the development of Lao labour skills to meet the demands of both domestic and international markets.
He called for a systematic and robust collaboration with businesses, urging them to actively participate in labour skill development and to directly employ trained workers.
This approach aims to ensure that workers gain skills, expertise, discipline, stable employment, income, and the ability to support their families.
Giving guidance speech at the closing session of the annual meeting of the Labour and Social Welfare sector in Vientiane on Feb 19, PM Sonexay highlighted the importance of developing a labour market database system to create a mechanism for balancing labour supply and demand across economic sectors.
This system should integrate with the national salary and tax database to ensure efficiency. He also stressed the need to improve the operational mechanisms of the National Labour Committee (comprising the Ministry of Labour and Social Welfare, the Lao Federation of Trade Unions, and the National Chamber of Commerce and Industry) to serve as a central hub for addressing issues related to both workers and employers promptly and effectively.
He also emphasized stricter enforcement of laws governing both domestic and foreign workers working in Laos to ensure greater effectiveness. Additionally, he urged the development of a stronger social protection system to better serve disadvantaged groups, disaster victims, revolutionary contributors, private sector workers, and self-employed professionals.
This includes enhancing social insurance and welfare systems to ensure broader and more effective coverage for workers.
Efforts should also focus on creating opportunities for informal workers in various professions to voluntarily participate in the social insurance system. The management and administration of the National Social Insurance Fund must be transparent, sustainable, and capable of delivering high-quality and efficient services.
PM Sonexay also emphasized the need to accelerate the implementation of policies supporting those who have been recognised for their contributions to the national revolutionary cause, ensuring all potential beneficiaries are identified accurately to avoid duplication or misallocation of resources.
Furthermore, he highlighted the importance of developing the social welfare system, including social relief work, to effectively implement relief policies and alleviate poverty for disadvantaged groups and disaster victims. This includes enhancing measures for disaster prevention, control, assistance, and recovery, as well as improving the clearance of unexploded ordnance.
