The National Assembly of the Lao PDR has reported progress in legislation, oversight, institutional reform and international parliamentary cooperation during its first year, while setting an agenda to draft or revise 32 laws in 2027.

(KPL) National Assembly Vice-President Sounthone Chayachack presented the achievements and future priorities at a press briefing on October 15, reviewing the work of the 10th Legislature since its inaugural session in March 2026.
During its first extraordinary session in July, the National Assembly passed two laws: the newly drafted State Treasury Law and a revised Budget Law linked to the National Agenda on Rural Development and Poverty Eradication. The ongoing second ordinary session is scheduled to consider eight laws, including one new law and seven revised laws.
At its inaugural session on March 23–27, the Assembly elected national leaders, approved government and legislative work plans for the five-year term, and adopted the National Agenda on Rural Development and Poverty Eradication.
Across its extraordinary and ordinary sessions, the Assembly discussed 13 major issues and issued 21 resolutions. Its Standing Committee held 16 ordinary and extraordinary meetings, addressing 82 issues and issuing 96 resolutions.
As part of organisational restructuring under Central Party Committee Resolution No. 03/CPCC, dated March 12, 2025, the Assembly reduced its committees from nine to five, streamlined its administrative structure, cut departments from 28 to 20 and reduced divisions from 68 to 57.
The Assembly also worked with the government to monitor implementation of the National Socio-Economic Development Plan, the poverty eradication agenda, and measures to promote electric vehicles and renewable energy. It continued to oversee the enforcement of laws, handle public petitions and respond to citizens’ concerns.
During the second ordinary session, the Assembly received 615 calls through its hotline, covering 431 distinct cases.
To strengthen institutional capacity, it organised 26 training programmes for National Assembly members and eight seminars for parliamentary staff. More than 80 per cent of National Assembly members and Provincial People’s Council members are newly elected.
The Assembly also established constituency committees nationwide and conducted public outreach at 1,023 locations, reaching more than 100,000 people. These activities mobilised over 3.5 billion kip in humanitarian assistance and community support.
The Assembly conducted 49 foreign affairs engagements, participated in 23 regional and international parliamentary meetings, and hosted 20 foreign delegations.
It hosted several international forums, including the seventh European Parliament–Lao National Assembly inter-parliamentary meeting, the Asian Forum of Parliamentarians on Population and Development, the ninth Mekong River Parliamentary Consultative Meeting and the third Climate and Water Roundtable.
It also established 16 bilateral parliamentary friendship groups and appointed delegations to the ASEAN Inter-Parliamentary Assembly, the Inter-Parliamentary Union and the Parliamentary Assembly of the Francophonie.
For 2027, the National Assembly plans to draft or revise 32 laws, comprising two new laws and 30 amendments. It will also develop related regulations and assess the implementation and impact of key legislation, including laws on petitions and oversight by the National Assembly and Provincial People’s Councils.
The Assembly will continue its third and fourth ordinary sessions, alongside Standing Committee meetings and joint consultations, while strengthening oversight of socio-economic development, public finance, monetary affairs and socio-cultural issues.
Further priorities include monitoring implementation of the 2027 national development plans and poverty eradication agenda, overseeing judicial and investigative bodies, and scrutinising major or complex public investment projects.
The Assembly also plans to expand professional training for members and staff, update internal legislative procedures, strengthen coordination with local administrations and Provincial People’s Councils, and maintain active regional and international parliamentary relations.
