Government to Expand Strategic Fuel Reserves, Target 30 Percent EV Adoption by 2030

ຂປລ The Lao government will expand the country's strategic fuel reserves and accelerate the transition to electric vehicles (EVs), targeting EVs to comprise 30 percent of the national vehicle fleet by 2030. As part of the initiative, 50 percent of government administrative vehicles will be converted to electric models.

Prime Minister Sonexay Siphandone announced the measures while presenting a report to the First Extraordinary Session of the 10th National Assembly, outlining the government's strategy to strengthen energy security, reduce dependence on imported fuel, and advance the country's transition to cleaner energy.
The prime minister said the government has introduced a range of measures to stabilize the domestic fuel market, including reducing fuel consumption tax rates, utilizing the national fuel stabilization fund, and allocating foreign currency to facilitate fuel imports. These measures have restored fuel supplies to normal levels and contributed to a gradual decline in retail fuel prices.
To support its long-term energy transition, the government is also promoting the wider adoption of electric vehicles and alternative energy sources. Public transportation initiatives, including Bus Rapid Transit (BRT) services and electric buses, have been introduced to reduce fuel consumption, curb import costs, and encourage environmentally sustainable transport.
Looking ahead, the government will continue to diversify fuel import sources and expand national fuel storage capacity to enhance energy resilience against potential supply disruptions. At the same time, it will accelerate the deployment of electric vehicles nationwide to achieve its target of 30 percent EV adoption by 2030.
The conversion of government vehicle fleets will be a key component of the strategy, with authorities aiming to replace half of all administrative vehicles with electric models. The initiative underscores the government's commitment to strengthening energy security, reducing greenhouse gas emissions, and advancing sustainable economic development through a cleaner and more resilient energy system.
