The President outlined a clear, long-term strategy aimed at transitioning the nation out of its "least developed" status and achieving the ambitious goals set forth in the Party’s third political platform.
People-Centred Progress
President Thongloun, who also serves as the Secretary General of the Party Central Committee, stressed that the success of these policies depends entirely on their practical implementation. He urged the government and relevant sectors to ensure that all development initiatives are people-centred, with a primary focus on rural development.
"The satisfaction of the people must be the ultimate yardstick for measuring our success," the President remarked, highlighting that progress must be felt on the ground by every citizen.
Cultivating a Professional Civil Service
A significant portion of the President’s address focused on human resource development within the state. He called for the creation of a more professional, ethical, and politically sound workforce.
He urged officials to be "brave enough to think, create, design, and take responsibility" for their actions. Furthermore, he stated that placing officials in challenging, real-world scenarios is the most effective way to foster growth, and that success in assigned duties should be the primary metric for assessment. He called on the government to support and protect those who are willing to dedicate themselves and innovate for the collective good.
Addressing Institutional Challenges
President Thongloun issued a firm directive to tackle internal inefficiencies. He specifically noted the need to address officials who "speak well but perform poorly," as well as those who "cherry-pick" high-profile roles or preferred offices rather than serving where they are most needed.
He urged those in charge of organisational and personnel matters to be objective, precise, and thorough in their decision-making.
In his concluding remarks, the President called for a comprehensive modernisation of leadership styles to enhance national administration. He reaffirmed the commitment to building a socialist rule-of-law state that is disciplined, transparent, and genuinely serves the people through an efficient and modern administrative system.
