Regulations for Casting Ballots in National Assembly and Provincial People’s Council Elections

KPL In accordance with the law, the regulations governing the casting of ballots for the election of members of the National Assembly (NA) and Provincial People’s Councils (PPC) consist of the following nine key provisions:

(KPL) In accordance with the law, the regulations governing the casting of ballots for the election of members of the National Assembly (NA) and Provincial People’s Councils (PPC) consist of the following nine key provisions:

First, polling stations must be established at appropriate, convenient, and secure locations, such as schools, community halls, temples, or other suitable venues. Each station must be equipped with a private voting booth to ensure secrecy of the ballot.

Second, each polling unit shall prepare two separate ballot boxes: one for the National Assembly election and one for the Provincial People’s Council election.

Third, the Polling Unit Committee is responsible for providing guidance and disseminating clear instructions on election regulations, including the correct procedures for marking and casting ballots, to ensure voters fully understand the process.

Fourth, prior to the commencement of voting, the Polling Unit Committee must open and display the empty ballot boxes in the presence of voters to ensure transparency and public confidence.

Fifth, voters are required to present themselves and show their identification cards to the committee in order to receive both the National Assembly and Provincial People’s Council ballots.

Sixth, in the case of illiterate voters who are unable to mark their ballots independently, the committee may assign a staff member to assist them strictly in accordance with the voter’s expressed choice. The voter shall personally place the ballot into the ballot box; if physically unable, a committee member may assist in the voter’s presence.

Seventh, for voters who are ill, disabled, or elderly and unable to travel to the polling station, the committee shall organize mobile ballot boxes to facilitate voting at their location.

Eighth, if a voter makes an error while marking the ballot, the spoiled ballot must be returned to the committee in order to receive a replacement ballot.

Ninth, voters shall cast their ballots one person at a time to ensure orderliness and proper conduct at the polling station.
