Authorities in Xaysomboun Province have confirmed that Tropical Storm Bualoi caused flash flooding in Ban Kohai, Anuvong District, resulting in three deaths and extensive damage to homes and infrastructure.
On September 30, 2025, Mr. Phoykham Houngbounyavong, Governor of Xaysomboun Province, led a delegation of provincial and district officials to the affected area to assess the damage. According to local accounts, heavy rainfall around midnight on September 29 triggered sudden flooding that swept away two houses and left several others inundated. Roads in the area were also damaged and became impassable.
Security forces and relevant agencies are currently deployed at the site to monitor conditions and provide emergency assistance to residents. A full damage assessment is still ongoing.
During his visit, Governor Phoykham conveyed the concern and sympathy of the Party-State leadership and provincial authorities to the affected families. He urged the Provincial Disaster Management Committee to urgently compile and report damage assessments to the central government while preparing immediate relief measures for victims.
As part of the initial response, the governor provided 5 million kip to the District Disaster Management Committee to support emergency assistance for families who lost loved ones.
