National Assembly Pushes for Stronger, Greener Electricity Development in Laos

This call was made during the 9th Ordinary Session of the 9th National Assembly, held on June 16, 2025. The session was chaired by Mr. Sommat Phonsena, Vice President of the National Assembly.

During the session, Mr. Malaythong Kommasith, Minister of Industry and Commerce, presented key outcomes from the review of the implementation of national energy policy. The review focused on how energy policy aligns with Laos’ economic development and environmental goals.

After detailed discussions, the Assembly offered several constructive recommendations to help improve electricity development. These recommendations support the vision of building a self-reliant and stable economy through sustainable and affordable energy supply.

The Assembly emphasized the need to reduce dependence on electricity imports by building a more resilient national power system. It also recommended expanding the use of renewable energy sources, such as solar, wind, and thermal power.

Another important proposal is to strengthen transmission infrastructure, especially the construction and maintenance of high-voltage power lines from the north to the south. This would help meet local electricity demand and increase electricity exports.

The Assembly called for fair electricity pricing that reflects real-life conditions for both households and businesses. It also encouraged the improvement of transparency and efficiency within the Lao Electric Power Corporation to enhance public trust and performance.

Lawmakers recommended updates to the current Electricity Law to reflect new types of energy sources and changing economic conditions. They stressed the need to promote environmental and social responsibility, especially in the management of energy concession projects and the protection of affected communities.

The Assembly highlighted the importance of involving local communities, government sectors, and all relevant stakeholders in energy planning and implementation. It also called for strong human resource development to ensure that professionals are well-prepared, ethical, and capable of managing future projects as existing concession agreements come to an end.

These forward-looking recommendations reflect Laos’ commitment to transforming its electricity sector. The goal is to build a system that is reliable, affordable, environmentally friendly, and inclusive—serving as a strong foundation for national development.
