National Assembly Reviews New Draft Law on Public Prosecutors

KPL On June 16, 2025, during the 9th Ordinary Session of the 9th National Assembly, Vice President of the National Assembly, Ms. Sounthone Sayachak, chaired a session where Mr. Xaysana Khodphouthone, Head of the Supreme People’s Procuracy, proposed a new draft law on public prosecutors.

(KPL) On June 16, 2025, during the 9th Ordinary Session of the 9th National Assembly, Vice President of the National Assembly, Ms. Sounthone Sayachak, chaired a session where Mr. Xaysana Khodphouthone, Head of the Supreme People’s Procuracy, proposed a new draft law on public prosecutors.

The draft law was presented for review and comment by members of the National Assembly (NA). Most members agreed with the structure and general content. However, some suggested revisions to improve clarity, accuracy, and consistency in certain sections and articles. These improvements aim to align the law with Party and State guidelines and ensure effective implementation.

Mr. Xaysana explained the reasons and importance of the new law. It sets principles, regulations, and procedures related to the management and professional conduct of prosecutors. This includes appointment, promotion, dismissal, transfers, ethical standards, and performance evaluation. The goal is to ensure prosecutors uphold revolutionary values, are honest, and perform their duties according to the law.

The law also emphasizes the role of prosecutors in overseeing legal proceedings, ensuring transparency and fairness, and helping to build a peaceful and just society.

The draft consists of 8 parts, 10 chapters, and 68 articles.

Once passed, the law will become a key legal instrument for managing prosecutors nationwide. It will define standards for recruitment, ethics, training, disciplinary actions, rights, and responsibilities. It also aims to improve the overall quality of prosecutorial work, both in theory and practice.

This draft law is closely linked with other legal frameworks, including the Law on the People’s Prosecutor’s Office, the Criminal Procedure Law, Civil Procedure Law, and the Law on the Execution of Court Decisions. Together, these laws will strengthen the rule of law, ensuring better compliance across society by individuals, organizations, and legal entities.
