(KPL) On June 16, 2025, the National Assembly approved a new policy to promote road construction and repair across the country. The session was chaired by Mr. Sommat Phonsena, Vice President of the National Assembly.
The new policy was proposed by the Minister of Public Works and Transport. It includes tax incentives and cost-cutting measures to reduce the overall expense of road projects. Key measures include:
Lower import taxes and customs duties on construction materials and machinery
A reduced value-added tax (VAT) rate for road construction
Lower fees for natural resource use
However, fuel taxes will stay the same. These changes are expected to reduce road construction costs by about 17.43%.
The goal is to encourage both local and foreign investors to help develop infrastructure. The government also wants to use more locally made materials, like cement and steel, to support domestic industries.
The National Assembly also approved pilot projects to upgrade major highways. These roads will be improved to handle 11 tons per axle and focus on damaged, high-traffic areas. The trial period will last 3 to 5 years. Funding will come from the state budget, with private sector participation encouraged.
The policy also focuses on transparency and quality control. All road construction must follow set standards. Communities and organizations will be invited to monitor progress. After repairs are complete, a modern toll system will be used to collect fair fees and build up funds for future road maintenance.
Mr. Sommat stressed that roads are essential for national development. He noted that while progress has been made in building and upgrading roads, many still remain in poor condition. This policy aims to bring in more support, reduce costs, and build a long-term system for better roads.
This direction shows the government’s commitment to modern, safe, and efficient transportation for both citizens and businesses.
