KPL Lao Telecommunications Public Company (Lao Telecom) and the Ministry of Industry and Commerce (MoIC) have signed a memorandum of understanding (MOU) to develop digital skills, improve human resource management and accelerate digital transformation within the ministry.

The agreement was signed at Lao Telecom’s headquarters on October 15, 2026, by Lao Telecom Managing Director Souphon Chanthavisay and Head of the MoIC Office Bouavanh Vilavong. The ceremony was witnessed by Deputy Minister of Industry and Commerce Phouththavanh Nanthavong and Deputy Minister of Technology and Communications Xailuecha Inxiengmai, along with officials and representatives from both sides.
Under the agreement, the two parties will cooperate in six areas: digital skills development, human resource management systems, cloud-based contact centre solutions, digital knowledge exchange, research and funding mobilisation, and digital transformation planning.
Planned activities include training programmes to strengthen staff members’ digital knowledge and practical skills, as well as exploring pilot projects for a human resource management platform and a cloud contact centre system to support the ministry’s Inspection Department and Department of Domestic Trade.

The two sides will also exchange expertise, assess digital initiatives, identify appropriate technological solutions and explore funding opportunities for training and workforce development. They will work together to review and provide input on the ministry’s digital transformation strategies and related work plans.
The partnership aims to improve administrative efficiency, responsiveness and the quality of public services, helping the ministry better serve citizens and the business community.
Lao Telecom reaffirmed its commitment to applying its technological expertise to support public-sector digitalisation and contribute to the sustainable development of digital technology in the Lao PDR.
