The 2nd plenary session of the 9th Central Committee of the Lao People’s Revolutionary Youth Union (LPRYU) concluded successfully on 30th January 2026.
The session was presided over by Mr Kikeo Khaykhamphithoune, Politburo member and President of the Lao Front for National Development. High-ranking officials, including members of the Party Central Committee, LPRYU secretaries, and youth representatives from various ministries, provinces, and Vientiane, were in attendance.Strategic Framework for Youth LeadershipSecretary of the LPRYU Central Committee, Mr Thongly Sisoulith, detailed the session's outcomes, noting that participants reviewed and approved several pivotal documents intended to guide youth and adolescent affairs throughout the ninth term.Key approvals included the 9th Central Committee's action plan and the definition of working protocols for the Secretariat, alongside the reinforcement of organisational principles to ensure transparency and collective leadership. Furthermore, revised regulations for the LPRYU and the "December Young Pioneers" organisation were disseminated during the meeting.A Vision for Digital TransformationDuring the closing remarks, Mr Kikeo Khaykhamphithoune provided strategic guidance, urging the committee to translate the national congress slogan into reality: "Strengthen robust transformation by mobilising Lao youth of all ethnic groups to spearhead socio-economic development through digitalisation and self-reliance."To achieve this, he outlined five priority areas for immediate implementation including enhancing education tailored for the digital age, creating a significant change in the training and organisation of youth officials, encouraging youth to lead socio-economic development under the policy of building an independent, self-reliant economy, and strengthening the role of young people in bolstering the nation's stability.2026 Focal PointsThe assembly also reviewed the strategic priorities planned for 2026, as proposed by provincial and ministerial youth organisations.
