Lao–Vietnamese Cooperation Records Broad Achievements under Party and State Leadership

This was highlighted by Thongsavanh Phomvihane, Member of the Party Central Committee and Minister of Foreign Affairs of the Lao PDR, in a recent interview with the media reviewing bilateral cooperation during the term of the 11th National Congress of the Lao People’s Revolutionary Party and the 13th National Congress of the Communist Party of Vietnam.

Minister Thongsavanh stated that ministries, sectors, and local authorities of both countries have actively coordinated to effectively implement agreements reached by high-level leaders, in line with practical realities. As a result, cooperation for the 2021–2025 period is on track to meet its set targets.

He noted that cooperation in late 2024 and throughout 2025 saw strong momentum, with decisive progress in resolving key issues, plans, and strategic cooperation projects, making important contributions to the development of both countries. Strategic trust within the great friendship, special solidarity, and comprehensive cooperation between Laos and Vietnam has continued to deepen.

Political and diplomatic relations have been further strengthened. The mutual agreement to add the term “strategic partnership” to the description of bilateral relations reflects high political trust and the shared determination of both Parties and States to elevate the special Lao–Vietnamese relationship to a new level, serving the interests of both peoples and contributing to regional and global peace and stability.

In the field of national defense and security, cooperation remains one of the key pillars of Lao–Vietnamese relations, contributing to political stability, national security, and social order in both countries. Both sides continue to closely coordinate in maintaining peaceful, stable, and secure borders.

Economic, trade, and investment cooperation has also recorded notable progress. Vietnam remains one of the Lao PDR’s leading investors, with many cooperation projects effectively implemented, supporting socio-economic development and strengthening economic connectivity. Bilateral trade value in 2025 reached nearly three billion US dollars, laying a strong foundation for both sides to work toward the target of five billion US dollars in the coming period.

Cultural and social cooperation has continued to expand in a substantive manner. A key highlight was UNESCO’s recognition of Hin Nam No National Park in Khammouane Province as a World Natural Heritage site, paired with Vietnam’s Phong Nha–Ke Bang World Natural Heritage site, reflecting the close cooperation and shared pride of both nations.

Cooperation in education, training, and human resource development has also received special attention, with a focus on improving quality and effectiveness, further strengthening the long-standing special relationship between Laos and Vietnam.
