(KPL) Laos and Vietnam have reaffirmed their commitment to deepening bilateral relations during Vietnamese President Luong Cuong's state visit to the Lao PDR from April 24-25, 2025.

At the invitation of President Thongloun Sisoulith, who also serves as General Secretary of the Lao People's Revolutionary Party Central Committee, President Luong Cuong's visit marks an important step in advancing the comprehensive partnership between the two nations.

During constructive discussions in Vientiane, the two leaders reviewed progress in bilateral cooperation across all sectors, and identified key priorities for future collaboration.

They also exchanged views on socio-economic development and acknowledged each other's national achievements.

Strengthened Cooperation

The top leaders noted with satisfaction the enhanced mutual trust, solidarity, and stability achieved through regular high-level exchanges, growing inter-ministerial and local-level collaboration, effective joint efforts in border security and combating transnational crime, drug trafficking, and subversive activities, and close coordination in international arenas.

Both sides noted steady growth in bilateral trade volumes and Vietnam’s continued position as a top foreign investor in Laos. The two countries have advanced cooperation in technology, education, health, media, culture, sports, and tourism.

They noted a significant progress in strategic joint projects, and agreed to intensify collaboration in priority sectors, particularly focusing on implementing high-level agreements, enhancing economic connectivity through strategic infrastructure projects, and strengthening regional integration.

The leaders exchanged views on regional and international issues of mutual interest, demonstrating their aligned perspectives on global affairs.

President Thongloun expressed profound gratitude for Vietnam's solidarity following the passing of General Khamtay Siphandone, evidenced by Vietnam's two-day national mourning and high-level funeral delegation, and Vietnam's invaluable support during Laos' liberation struggle and ongoing nation-building.

President Luong Cuong reaffirmed Vietnam's commitment to strengthening the special bilateral relationship with the Lao PDR and pledged continued support for Laos' development.

Concrete Outcomes

The visit yielded significant agreements, including a Letter of Intent for construction of the headquarters of the border force of Lao People’s Army, a 2025 Cooperation Plan between Justice Ministries of Laos and Vietnam, and an MOU on cooperation between Attapeu (Laos) and Gia Lai (Vietnam) provinces for 2025-2030.

The leaders also witnessed the handover of a revised investment license to Sekhaman 3 Hydropower Company.

This visit underscores the unparalleled special relationship between Laos and Vietnam, setting the stage for even deeper cooperation in the years ahead.
